Tirsdag den 10. juni var Per Clausen inviteret til at tale om retfærdig grøn omstilling i Det Europæiske Regionsråd, i Bruxelles. Det skete som en del af Regionsrådets “Multi-Level Dialogue on Just Transition”.

Thank you, and I’m very glad to be part of this important discussion on a just transition for jobs in the European Union. As we move toward climate neutrality, we must ensure that no worker or community is left behind. This is not just an environmental transition — it’s a deep economic and social one. That’s why this panel matters.

I’d like to focus on two key aspects: first, the need for a Clean Industrial Deal that supports green innovation while safeguarding jobs; and second, the critical role of public procurement in driving fair, sustainable practices.

Unfortunately, the Clean Industrial Deal resolution approved by the ITRE Committee in the European Parliament is not strong enough on the social and environmental aspects of European industry. As the shadow rapporteur for The Left, we managed to negotiate stronger language on electrifying Europe and involving social partners. But the European Parliament’s position still does not cover some key issues like social conditionality’s.

We must make sure that all public support and funding — including state aid and public procurement follow strict social rules. These rules should help keep industrial jobs in Europe and create good quality work.

Next week, the European Parliament will vote on the final resolution. We are working hard to propose changes that include social conditionality’s.

Each year, public authorities across the EU spend around 2 trillion euros through public procurement. That’s taxpayers’ money — and it must be used in a way that truly benefits both people and the planet. Too often, we’ve seen this money support practices that lead to labor exploitation or environmental harm. We can and must do better.

Right now, in the European Parliament, we are shaping our position on the future revision of the Public Procurement Directive. I’ve been proud to work on the Employment Committee’s opinion, where we’ve pushed for stronger social and environmental criteria in public spending.

We’ve taken a firmer stance against abusive subcontracting practices and, crucially, we’ve strengthened the ability to favor companies that act responsibly — companies with collective agreements and fair labor conditions.

Public money should reward those who do the right thing. This is our opportunity to make public procurement a true driver of fair jobs and a sustainable future.
